Red on right, returning, except in U.S. coastal waters which are the exact opposite. ie, when returning to port, the red buoys should be on the right side (starboard) of the boat, unless in U.S. coastal waters when they should be on the left. Gotta watch those international boarders, or you could run aground. The united states uses a bouy system the opposite of the rest of the world. Maybe they hope the enemies don't know and will run aground.
